It's a pretty rare set but not $1800 rare
Wasn't this the only way that the blue TGV came which is why its so rare? I don't recall whether it came released by itself. This one has been listed for a long time and it is rare to see the whole set in its box let alone new but that would be out of my range.

No, it also came in a single package as well
