Found this old relic today on the side of the road…is this a railman’s lamp?

Does it have any manufacturing name or marking anywhere on thr lamp? It can a lamp for horse carriage. Who knows unless you are a historian or something.
The rear hook suggests that the lamp can be hung in the space provided at the rear of an end vehicle. The end train wagon? or carriage? Who will know? But it is certainly meant to be hold on to the upper handle and then use the rear hook to hang...
I thought it might also be held by a utility strap/belt around the waist maybe too.
