So, is it that the complete front wheel bar is made of black plastic, with only the upper and side arms portions painted over in red, and the lower black plastic wheel frame left black and unpainted?

i think it because an old owner didn't take care him good enough. may be the red color at the left lower black rim is come off. Same as the Kelly that seller say the hook has chewed by dog.
