I believe it is a rare out of print Kiha 40 only available in this set.
Many thanks Geris

So that is one of those Limited Edition 3 pack sets with one very limited. I recognize the Marine Liner and like the looks of the series 2000. Could this be one of those sets only sold at specific locations where these trains can be found?. What made me curious about this model is that I don't see any pantograph on the roof, just exhaust fans that would make me think its diesel powered.
On second thought this is not the same train sorry i will check a different folder of pictures.

It is a Diesel Kiha 181 I cannot find the livery you have pictured but here is a plarail Kiha 181 Isokaze just a different color than you have pictured if I knew that color schemes livery name maybe I can find how it was sold.
Thanks Geris, I am surprised to how many diesel commuter trains there are in Japan as it seems to be dominated by electric. And by looking at these, they must be small diesel motors in the undercarriage as it looks like even the engines hold passengers. Maybe the smaller motors are OK moving passengers but not freight.

ok so I did find out the exact type of Kiha 181 that the toy in the picture you posted was it is the: J.N.R. Series Kiha 181 Limited Express "Ishizuchi"

it ran in the eighties looks like this may be a very hard to get plarail piece as it was probably a very limited release a long time ago closer to when it ran in real life.
here are some great pics from the eighties:
Kiha 181 37 and Kiha 181 102
Nice, those pictures show where the engine is. Right behind the driver and before the passenger area. Must be quite the small motor. Wish the door wasn't right in front but there must be a way for it to be connected with another train and passengers can pass right through the motor compartment. Thanks for all your research and time Geris.
Hi Super here is individual packaging for your reference
Thanks Geris

There are 2 of them with a different color scheme? Are these yours?
