It looks very similar to Leokimvideo's latest review subject (!) It's not a monorail and not advertised as such. As for its rarity, it looks to be a very new set from the current BRIO range. Perhaps that seller is a scammer.

You are right. I thought this might have been a vintage, new, old stock item but I see they still list it on Brio's web site. Didn't know it is also motorized. Perhaps it's rare in Japan?
I've seen Trackmaster Revolution engines go for hundreds a piece from Japanese sellers on eBay and Amazon. Looking at these listings, I always see something along the lines of "not available in Japan" or "ultra rare in Japan," so it's clear to me that they're looking to sell to someone living in Japan.

I didn't see the term "monorail" used at the official Brio site. Maybe because the units itself look more like monorail cars.
