Tricky one, could mean either:

1st to be repainted on the North Western Railway, which was formed in 1914.
1st to be repainted on the NWR after the first Topham Hatt became its Managing Director in 1936.
1st to be repainted on the NWR after Topham Hatt was knighted and thus became Sir in 1948.

The easiest answer is Henry, originally green, who was painted blue in the first Railway Series book 'The Three Railway Engines', in the story 'A New Coat of Paint'.

If you look up Henry on the ttte wiki, you'll see it says that "Henry was sold in 1922 to Sir Topham Hatt, who was desperate for a locomotive". You can see the problems in this statement: in 1922 when Henry came to the NWR, Topham was still 'just' an engineer on the NWR, and certainly not a Sir!

Perhaps I'm being too picky?
