The lighting and angle made it look like there was coal in those spaces in front of the cab. That was my feeling too about the opening in the railing on the rear of the cab. Looks like a way to shovel in coal. Looking at the picture below you can just see the front of a wooden coal tender wagon. And take a look at the video where a modeler constructed his own tender wagon and did a fantastic job with weathering.
