Anyone know what this switch/turnout is for?

I've come across a switch/turnout that has some up/down buttons under the track which you can toggle. Does anyone know what this if for or which set it's from?

I've noticed that some of the newest engines won't go over it whether it's up or down.

Just a bit confused. Can anyone shed some light?

It's for the hit flip-face engines and also for the automatic filling wagons(like the one from the Arthur and copper mine set)
